Philippines introduces directive to improve defence procurement

Philippine President Rodrigo Duterte has introduced a new directive to support efforts to streamline and improve the country's defence procurement system.

Executive Order No. 18 (EO 18), which became effective on 7 April, empowers defence secretary Delfin Lorenzana to "identify and institutionalise" measures that will "monitor" the operations of defence procurement committees set up under the Department of National Defense (DND).

EO 18 states that in monitoring these DND committees - known as Bids and Awards Committees - the measures to be introduced must ensure and promote "transparency, impartiality, and accountability in procurement transactions".

EO 18 adds that "in this regard all defence procurement contracts, including those presently being processed and/or reviewed, shall hereafter be reviewed and/or processed in accordance" with Philippines procurement legislation that is provided by Republic Act No.
